I think that placing bounties for injuring someone on another team is definitely wrong. However, I also don't think there is much that can e done to stop it besides suspension from the game or something, but even then I can't see what punishment would be suitable for this. Possibly a fine if caught, but if it isn't appropriate fro professional players, it definitely shouldn't be appropriate for high school players.
